Why?

When your rain-harvesting cisterns are empty from lack of rain, it is likely your area will be in drought conditions and lawn watering might be restricted. 

The net zero energy home built by AndersonSargent in Frisco, Texas (the North Central area of Texas), stores three months of rain water in above-ground cisterns. In the rain-stingy summers of 2005 and 2006, that would not have been enough water, had it not been for the drought-resistant, natural Texas landscaping.
